To implement Transport Management, RFC connections and users are created in the following manner via transaction /RTC/TM_INI:
On all systems an RFC to the TM controller is created.
On all systems a technical user is created in client 000.
In the TM controller additional RFCs and users are created per working client.
Execute transaction /RTC/TM_INI in client 000 in all systems starting with the TM controller system.

Additionally the INI transaction must be executed in all working clients of the workflow system (i.e. in all clients where the TM is used or where the TM is called).
